August 17, 2015 6:00 p.m.
Huntertown Town Hall

A meeting of the Town Council of Huntertown, Indiana was held at the Town Hall on Monday, August 17, 2015, 2015 at 6:00 p.m. Attendees: Pat Freck, Gary Grant, Mike Stamets, Dave Garman, Brandon Seifert, and Clerk Treasurer Cathy Mittendorf. Also present: Attorney David Hawk, Gabe Brindle Utility Foreman, Jay Stankiewicz DLZ, and Resource Officer Brandon Reichert. There were 18 guests 1 reporter.

Pat Freck called the meeting to order with the Pledge of Allegiance.

COUNCIL ACTIONS

   1) Gary Grant made a motion to approve August 3, 2015 minutes. Dave Garman seconded. Gary Grant yes, Dave Garman yes, Mike Stamets abstain, Brandon Seifert abstain, Pat Freck yes.
   2) Gary Grant made a motion to accept August 17, 2015 General claims. Dave Garman seconded. All in favor.
   3) Mike Stamets made a motion to authorize to proceed the services of Carter Dillon Umbaugh LLC. Gary Grant seconded. All in favor.
   4) Brandon Seifert made a motion to accept Gump Road striping modification concurrence document. Dave Garman seconded. All in favor.
   5) Gary Grant made a motion to reallocate $500.00 that was to be donated to Heritage Days to Huntertown Family Park. Mike Stamets seconded. All in favor.

NEW BUSINESS

Jim Smith, Republic Services
   Jim presented a present trash and recycle report for the first 6 months. Collected trash was 1,156 tons and recycled was 181 tons.  The market is not good right now on recycled materials. Currently they are paying to get rid of glass. Recycled newspaper is down 40%, as reading is now done on line.

Dawe Hawk reported that Mr. Steve Carter from Carter, Dillon, Umbaugh LLC was unable to attend tonight. Mr. Hawk presented a letter from Mr. Carter for the Town Council to retain his services when the time comes to begin the SRF funding process. He explained that since the Council is responsible for any rate ordinances, they would be the Board that would employ Mr. Carter.

Al DeLaunay, BLN
   BLN & DLZ have been working on the Gump Road modification widening project since 2007. Changes in classification has changed in 2014-2015. They now need to resubmit a pavement design project to INDOT, as modification is now needed. They are proposing in conjunction with Allen County 2 travels lanes of 11 feet, and the left turn lane to be 14 feet. There will be no additional cost to this project.

COMMENTS/REPORTS

Gary Grant
   1) John Widmann has indicated that Heritage Days 2015 was cancelled. Gary Grant would like to reallocate the $500 that was to be given to Heritage Days to Huntertown Family Park.

Gabe Brindle, Utility Foreman
   1) Streets and cross walks have been repainted and just in time for school starting. The Ferguson tile project has a few small things to finish.
   2) Don Papai is still gathering information on an entry level position.
   3) There is an overabundance of free mulch available to all at the shop.

Jay Stankiewicz, DLZ
   1) With regards to the Gump Road project, the water main plans are completed.
   2) Pat Freck received a letter to sign into exhibit an agreement for reimbursement for construction cost of water main. Cost is still in the 815,000 range where they have been in the last year or so. Letting should be November of this year.
   3). In regards to Carroll Road, Jay attended a quarterly meeting and everything is moving forward.

PUBLIC COMMENTS

Gayle Marshall, 12930 Johnson Road
   Gayle read a statement directed to Dave Hawk and those who are not opposed to the expensive sewer plant that Eel River residents were not for real. Gayle contacted her engineer, Ted Nitza, about the IDEM appeal. Ted suggested that some of the current leaders of Huntertown were not pleased with the recent editorial column in the Journal Gazette, blaming it on him.
   Gayle stated that Eel River residents were not an uneducated and uninformed group. Gary Grant asked Gayle who on the council called them uneducated? Gayle replied to Gary that it was he who stated that. Gary told her she had taken the remark out of context, he merely was stating she was uninformed on Huntertown’s interests.

Gary Grant made a motion to adjourn, Mike Stamets seconded. All in favor.

Next Council meeting is Tuesday, September 8, 2015 at 6:00 p.m.
