A Meeting of the Town Council of Huntertown, Indiana
was held on Monday, November 2, 2015 at 6:00 p.m. Attendees: Pat Freck, Gary
Grant, Mike Stamets, Dave Garman, and Brandon Seifert. Also present: Attorney
David Hawk, Superintendent Don Papai, and Derek Frederickson, Engineering
Resources. There were 18 guests and 1 reporter.
Pat Freck called the
meeting to order with the Pledge of Allegiance.
Gary Grant made a motion to approve October 19, 2015 minutes, Dave Garman
seconded. Motion carried.
Gary Grant made a motion to approve October 26,
2015 Special Meeting minutes, Brandon Seifert seconded. Motion carried.
Gary Grant made a motion to approve November 2, 2015 General claims, Dave Garman
seconded. Motion carried.
Brandon Seifert made a motion to accept the
last 400 feet of Plank Street, Dave Garman seconded. Motion carried.
Grant made a motion for the Town to consider accepting the 2nd plat under stated
conditions, Brandon Seifert seconded. Motion carried.
Gary Grant made a
motion to introduce Ordinance No. 15-005 to reflect rate increase, Brandon
Seifert seconded. Motion carried.

Ordinance No. 15-005, Dave Garman seconded. Motion carried.
made a motion to adopt Ordinance No. 15-005, Mike Stamets seconded. Motion

to approve Inter-local agreement between Allen County and Huntertown for the
Gump Road project, Gary Grant seconded. Motion carried.
Township budget was submitted by James McIntosh for review and comments. James
was not present at the meeting. Council will revisit next month.
Dave Garman would like to meet with Derek about
a resident who has questions about a utility easement.
would like to meet with Mike Stamets with ADA concerning a disabled resident.
Gary Grant made a motion to add a full time employee based on new pay
proposal, Dave Garman seconded. This was tabled until next meeting as the salary
ordinance will need to be amended.
Brandon Reichert, Huntertown’s
Resource Officer, was in the running to receive a K-9. He has been awarded the
1) Gary Grant has been working with Don
concerning a full time entry level position starting at $12.50 hour. By cutting
out paying additional help for snow removal and lawn mowing, we would only be
seeing an added cost of $5,000.
2) Don is taking bids for snow
removal. It is hoped that they will not be needed this winter.
3) Leaf pickup has begun.
4) The county has received their new
dump trucks. Don is hoping we will have ours by the end of the month.
5) Don would like the Council to consider a pay freeze for 2016 as Huntertown is
the 3rd top paid municipality in the state.
1) Derek apologized for requesting the Town to consider taking over maintenance
of Lima Plank streets. This was actually done in a 2006 Resolution. But, there
is a 400 foot stretch of Plank Street that has not been dedicated.
2) The developer of the secondary plat of Preserved of Carroll Creek, section 2,
phase 2, has overlooked some permits that are needed. They are asking if the
Town would be willing to approve the secondary plats under the condition they
would not connect to Huntertown's water and sewer until they receive their
3) Derek had an update on the WWTP. Bids were opened
this past Thursday at the Town Hall. There were 5 bidders on the plant and 9
bidders on the force main. Total bids for plant and force main were
4) Steve Carter is working for the Town doing a
rate study. He should have an understanding of what the rate impacts will be
sometime this week.
1) Dave presented the Solid
Waste Collection rates that were automatically renewed. Rates will increase
around 14 cents a month.
2) Steve Carter is working on a sewer
rate ordinance. We will have to introduce this in the near future. We will then
need to schedule a Public hearing before adoption.

waiting on fencing quotes and hopes to possibly get started yet this year.
2)He thanks the residents of Huntertown for a successful Huntertown Park
