of Huntertown, Indiana
February 1, 2016 6:00 p.m.
Huntertown Town Hall
A meeting of the Town Council of Huntertown, Indiana
was held on Monday, February 1, 2016 at 6:00 p.m. Attendees: Pat Freck, Gary
Grant, Mike Stamets, Dave Garman, Brandon Seifert, and Clerk Treasurer Cathy
Mittendorf. Also present: Attorney Carrie Hawk Gutman, Derek Frederickson,
Enginnering Resources, and Resource Officer Brandon Reichert. There were 11
guests and 1 Reporter.
Garman made a motion to approve January 21, 2016 Meeting Minutes, Gary Grant
seconded. Motion carried.
Gary Grant made a motion to approve General
Claims for $50,910.35, Mike Stamets seconded. Motion carried.
Seifert made a motion to approve Huntertown Resolution No. 16-005, Dave Garman
seconded. This resolution is to Update and Align the Town Of Huntertown, State
of Indiana, Zoning Ordinance.
Mike Stamets made a motion to direct the
Building Corporation on refinancing the Town Hall, reducing the bonds, Dave
Garman seconded. Motion carried.
Brandon Seifert wanted to thank Betty Lavachek for her comment at the
previous council meeting. Brandon assured her the council was united. He also
stated the Council has unanimously made a decision to file a petition to
dissolve the Utility Service Board.
Gary Grant commented that one of the reasons to dissolve was there was no
interest from residents in applying for a new USB member.
1) Pat Freck commented that the Holiday season decorations were not put up
due to their condition. Betty Lavachek will be putting a committee together
to look into replacing them. Tuesday, Betty, Pat Freck, and Cathy Mittendorf
will be traveling to Warsaw to get prices for new decorations. We are
planning on help coming from the Huntertown Lions Club, and possibly from
some local business.
2) Jenny McComb has contacted the
Council about using the Town's meeting room to display some historic
pictures during The Heritage Days Festival. Clerk will let Jenny know that
the Council has approved this request.
3) The original Town
Hall was added on around the year 2000. It was put together as a Huntertown
Building Corporation. Carrie Hawk Gutman has done some research on
opportunities that we could save taxpayers money. If we refinanced now, we
could be looking at around $100,000.00 reduction in lease payments. Carrie
would like the Council to explore the possible opportunity to reduce lease
4) There has been discussion between the USB and
developers on waivers of the area connection fees. No resolution has been
done at this time to authorize the USB to issue waiver. Another possibility
would be the Town Council issuing the waivers from the recommendation of the
USB. We will take this into consideration.
5) Pat received a
letter from the Willow Creek Homeowners Association. They are concerned
about the dangers on the deceleration lane (north bound on Lima Road turning
east on Cedar Canyon Road). INDOT has looked into this. It would take a
substantial amount of money to add a turn lane. Pat will write a letter of
support to the Association.
Don Papai has been speaking with Larry,
Willow Creek Homeowners Association, on the safety of the Cedar Canyon and
Gump Road intersection.
Pat Freck made mention that we had Nelson
Peters, Allen County Commissioner, in our audience.
made a motion to adjourn, Dave Garman seconded. Motion carried.
