A meeting of the Town Council of Huntertown, Indiana
was held on Tuesday, February 16, 2016 at 6:00 p.m. Attendees: Pat Freck, Mike
Stamets, Dave Garman, and Brandon Seifert. Also present: Attorney Michael Hawk,
Utility Foreman Gabe Brindle, and Resource Officer Brandon Seifert.
Freck called the meeting to order with the Pledge of Allegiance.
Brandon Seifert made a motion to approve
February 1, 2016 Council Minutes, Dave Garman seconded. Motion carried.
Mike Stamets made a motion to accept General Claims in the amount of
$121,005.72, Dave Garman seconded. Motion carried.
Brandon Seifert made a
motion to authorize the Utility Service Board to waive area connection fees,
Resolution No. 16-001, Dave Garman seconded. Pat Freck-no, Mike Stamets-no, Dave
Garman-no, and Brandon Seifert-no.
Dave Garman made a motion to waive and
area connection fees from Huntertown and 1 ERU from City of Fort Wayne for the
Huntertown Family Park, Mike Stamets seconded. Motion carried.
Pat Freck discussed with the Council
concerning Resolution 16-001 authorizing the USB to waive area connection fee.
After a vote, it was voted the Town Council will reserve the right on waiving
the area connection fees.
Derek Frederickson, Engineering Resources made
some suggestions to the Council
1) Waivers are granted, 1st
come, 1st served basis. Huntertown would still collect $2000 per connection.
This means the Town will keep $480,000 before waivers run out. When waivers run
out, every applicant is subject to both the Huntertown and Fort Wayne area
2) When Fort Wayne waivers run out, consider
waiving Huntertown's ACF until the plant is built so that no builder will pay
more than 1 area connection fee. No vote was taken as Council would like more
discussion with Derek.
Pat Freck would like to waive 1 sewer connection
fee and use I of the ERU'S granted to Huntertown from City of Fort Wayne to the
Friends of Huntertown Park.
Freck, Rosemary Scheele, and Cathy Mittendorf will be meeting with Jody Kinsey,
USI, to get quotes on employee insurance. We will also be meeting with an agent
from United Health Care on Wednesday for additional quotes.
asked Gabe Brindle how much snow needs to fall before there is snow removal. He
has had some calls from concerned residents. The Town follows what Allen County
does involving snow plowing or dropping down salt.
Pat Freck has asked
Clerk to provide Council with a Fund & Appropriation report at the first council
meeting each month.
Gary Grant has been asked for some anti-harassment
training from the USB. He is not able to provide this until he is back to work.
The Personnel Manuel has not been updated since December of 2011. Pat would
like the Council to review and make any comments.
advised the Town Council that a sufficient petition has been filed and presented
to the Allen County Election Board for the abolishment of the Huntertown Utility
Service Board at the next election.
Pat Freck asked Gabe Brindle about
the water boiling up a curb box on Charger Court. Gabe reported the end of the
water line was installed incorrectly. Huntertown is responsible for the repair.
Mike Hawk reporting they have been meeting bi-weekly with the Planning
Department on the Land Use Ordinance.
Dave Garman questioned if there was
an Ordinance for yards that have trash in the yard.
Steve Fortriede, Huntertown Family Park
There have been 2 building seasons for the Park. So far, they have accomplished
a walk path, amphitheater, pavilions, and a dog park. They are always looking
for donations and appreciate the gift from Huntertown. This will help with
getting water, sewer, and electric. They have spent roughly $72,000 and have an
additional $72,000 in the bank.
