A meeting of the Town Council of Huntertown, Indiana
was held on Monday, April 4, 2016 at 6:00 p.m.. Attendees: Pat Freck, Gary
Grant, Mike Stamets, Dave Garman, Brandon Seifert, and Clerk Treasurer Cathy
Mittendorf. Also present: Attorney David Hawk, Superintendent Don Papai,
Engineering Resources, Derek Frederickson, and Resource Officer Brandon
Reichert. There were 16 guests and 1 reporter.
Pat Freck called the meeting to order with the Pledge of Allegiance.
Dave Garman made a motion to
accept March 21, 2016 Minutes, Mike Stamets seconded. All in favor.
Gary Grant made a motion to accept General Claims in the amount of
$40,573.40, Dave Garman seconded. All in favor.
Gary Grant made a
motion for allow for 2 waivers as requested by Ara Tazian for the Cottages
of Coves of Carroll Crrrek to allow a minimum of 10 feet between duplex
buildings, to allow a minimum of 25 feet for front yard setback, Dave Garman
seconded. All in favor.
Papai is waiting on another quote for the signal maintenance agreement at
the Preserves and Carroll Creek. Quote should be available by our next
meeting on the 18th of April.
Aza Tazian, Carroll Cove LLC
He is the developer of Coves of Carroll Creek condo project. Fifty units are
completed. There is land to the east, Cottages of the Coves of Carroll
Creek, that they would like to change the layout. There are 21 duplex
buildings with 42 units. They are asking Huntertown for a waiver ordinance
to allow for minimum side width between 2 units and a reduction in the front
Pat Freck would like to make an announcement that there
will be a Public Meeting on the Land Use Ordinance, to align with County, on
April 27 at 5:00 p.m. at the Town Hall.
There has been ongoing discussion with Lancia Homes and Ric Zehr on
Huntertown waiving their $2000 area connection fees for them. Pat Freck
asked for a motion to approve, none received. The ordinance will stand as
is, with no waiving on these fees.
Dave Garman would like to see a resolution made to lock in the money
received from area connection fees for further growth. Dave Hawk spoke with
our Bond Counselor who reported the bonds would look more attractive if
funds received are available in the operating funds.
reported that last Friday the Town closed on the BAN for the wastewater
treatment plant. The USB met last Saturday and provided the notice to
proceed to contractors. This is a 2 year construction loan at 1.8% interest
rate. We will pursue a SRF Loan at some point in the future.

He was the not aware there was
going to be a waiver for Tazian's development. He had just received notice
there was going to be a public notice. There are homeowners east that may be
affected by this waiver.
