A meeting of the Town Council of Huntertown, Indiana was held on Monday, June 6, 2016 at 6:00 p.m. Attendees: Gary Grant, Mike Stamets, Mike Aker, Brandon Seifert, and Clerk Treasurer Cathy Mittendorf. Also present: Attorney David Hawk, Superintendent Don Papai, and Resource Officer Brandon Reichert. There were 5 guests and 1 reporter.

Gary Grant called the meeting to order with the Pledge of Allegiance.

COUNCIL ACTIONS

Brandon Seifert made a motion to accept May 16, 2016 Meeting Minutes, Mike Stamets seconded. Gary Grant-yes, Mike Stamets-yes, Mike Aker-abstain, Brandon Seifert-yes. Motion carried.

Mike Aker made a motion to accept General Claims in the amount of $72,994.86, Mike Stamets seconded. All in favor.

Mike Akers made a motion to Introduce Ordinance No. 16-004, Mike Stamets seconded. All in favor. This Ordinance Establishes a Fund for the Town of Huntertown, Indiana, for a Loit Special Distribution.

Mike Aker made a motion to Consider Ordinance No. 16-004, Mike Stamets seconded.
All in favor.

Mike Aker made a motion to adopt Ordinance No. 16-004, Mike Stamets seconded. All in favor.

Brandon Seifert made a motion to Introduce Ordinance 16-005, Mike Aker seconded. All in favor. The Ordinance is establishing a Materiality Threshold for Variances and Losses and Adopting an Internal Control Policy.

Mike Stamets made a motion to Consider Ordinance No. 16-005, Brandon Seifert seconded. All in favor.

Mike Aker made a motion to Adopt Ordinance No. 16-005, Mike Stamets seconded. All in favor.

Mike Stamets made a motion for Clerk to send letter to Allen County Planning Services for rezoning of 16208 & 16222 Lima Road, Mike Aker seconded. All in favor.

Brandon Seifert made a motion to donate $500 to Huntertown Heritage Days, Mike Aker seconded. All in favor.

Mike Aker made a motion to adopt Resolution No. 16-012, Mike Stamets seconded. All in favor. This Resolution Approves the Advanced Refunding of the Huntertown Improvement Bldg. Corporations First Mortgage Bonds, Series 2007.

Mike Aker made a motion to waive requirement for second reading, Mike Stamets seconded. All in favor.

NEW BUSINESS

Clerk Treasurer presented Council with Ordinance No. 16-004. This Ordinance is to establish a fund for a 1 time distribution of excess funds from the State. The Town will be applying for a grant that could match up to 50% of the $82,326.99.

Clerk also presented Council with Ordinance No. 16-005. This Ordinance is for Internal Controls which oversees the Town employees for protection from theft. All incidents involving $100 or more will be reported to Council and SBOA. Matters involving less than $100 will be reported to Council. Seminars will be watched by all employees of the Town.

Jane Wall requested a recommendation from Council to rezone 16208 and 16222 Lima Road. This zoning needs to be changed from a RS2 to RS3 for future sell of the properties.

OLD BUSINESS

Council has decided to donate $500 to for the 2016 Heritage Days.

COMMENTS/ REPORTS

Gary Grant would like to welcome Mike Aker back to the Huntertown Town Council.

Mike Aker has spoken with the American Red Cross. They, along with the Huntertown Fire Department, will walk the town's neighborhoods offering free smoke detectors and installation. Two brochures are currently on view at the Town Hall.

Gary Grant would like to congratulate Resource Officer Brandon Reichert, and his canine, Zara, for completion of a 14 week K-9 training program. Huntertown now has a police dog again.

Don Papai reported that they are still working with Engineering Resources for areas needed for street repair.

The white dump truck is ready to be sold with the Town accepting closed bids until July 8, 2016.

Don is currently receiving quotes for mosquito spraying for 2016 season.

David Hawk presented Council with Resolution No. 16-012 approving advanced refunding of the Huntertown's Improvement Building Corp first mortgage Bonds 2007. The interest rates were significantly higher at that time. We hope to gain approximately $30,000 in savings over time by dropping the interest rate from 4.4 to 5% to 3.05%

Brandon Seifert reported that Ken Neumeister had reached out to him with a letter from Mr. & Mrs. Yates/ Hand Road, requesting they come to the Town to ask for sewer relief for them.
