July 18, 2016 6:00 p.m.
Huntertown Town Hall

A meeting of the Huntertown Town Council was held on Monday, July 18, 2016 at 6:00 p.m. Attendees: Pat Freck, Gary Grant, Mike Stamets, Mike Aker, Brandon Seifert, and Clerk Treasurer Cathy Mittendorf. Also present: Attorney David Hawk, Superintendent Donald Papai, and Engineering Resources Derek Frederickson. There were 8 guests and 1 reporter.

Pat Freck called the meeting to order with the Pledge of Allegiance.

The Council Meeting was then closed and was opened for a Public Hearing for Precision Laser Services Tax Abatement.
Rachel Black, Department of Planning services, is looking for a tax abatement for Precision Laser Services, 14730 Lima road, Huntertown. This is a 7 year personal property abatement. Council will need to sign a confirmatory Resolution to proceed.

The Public Hearing was then closed.


Gary Grant made a motion to accept July 5, 2016 Council Minutes, Mike Stamets seconded. Pat Freck-yes, Gary Grant-yes, Mike Stamets-yes, Mike Aker-yes, and Brandon Seifert-abstain. Motion carried.

Mike Aker made a motion to accept General Claims in the amount of $101,372.99, Mike Stamets seconded. All in favor.

Gary Grant made a motion to purchase 2 stop signs at the corner of Marble Ridge and Shale Run, Brandon Seifert seconded. All in favor.

Gary Grant made a motion to approve street stripping from Allen County Highway in the amount of $7848.92, Mike Stamets seconded. All in favor.

Gary Grant made a motion to approve funds for a new plow totaling no more than $6253.00, Mike Aker seconded. All in favor.

Mike Stamets made a motion to apply for a Grant Funding for street projects, Gary Grant seconded. All in favor.


Pat Freck presented Chris Miller to replace Andrew Conner on the USB. Andrew sent his resignation via email to Council President Pat Freck. Chris lives in Ravenswood. He is anxious to support the Town and get involved. Chris's first USB meeting is Monday, August 1, 2016 at 5:00. At the time, a new President will be elected.


Larry Niemi, President of Homeowners of Lakes of Willow Creek, has requested the Town put up 2 stop signs at a 3 way intersection at Marble Ridge and Shale Run. He feels traffic runs a little fast and is concerned about children and school buses. Gary Grant has researched this concern. Even though there has not been any accidents, he would rather be preventative.


Brandon Seifert would like to have the Area Connection Fee's lock boxed. What he means is he would like to keep this fee kept for new growth, growth pays for growth. He has concerns the revenue will not be saved and would like to keep the sewer only customers at a $69 rate.

Don Papai
   1) presented Council with a list of potential road repair spots for 2016. When quotes come in, he will see how much funding is available.
   2) the sealed bids were opened for the white dump truck on July 8 with Mike Aker and Mike Stamets present. There were 3 bids with the highest coming in at $14,250.00.
   3) four bids were presented for street striping and crosswalks with the lowest bid coming in at $7842.92.
   4) with sale of white dump truck, Don has hopes of purchasing a boss v plow.

Derek Frederickson reported that this is the last time the Council meets before the Grant deadline on July 29. The Council was given a Town of Huntertown Pavement Asset Management Plan Appendix C Road Treatment Summary Next 5 Years. This is a list of roads and their current conditions. With applying for this Grant, we will have roughly $164,000 to work with. Roads chosen are: 3 sections of Hunter Road at a cost estimate of $57,491, 2 sections of Woods Road at a estimated cost of $69,124, and 2 sections of Lima Road at an estimated cost of $58,264, with total cost around $184,879.


Dave Smith, 2729 Hunter Road
   1)Concerns about there not being a stop sign at the Fitness Center off Carroll and Lima Roads.
   2) Any thoughts on making a walkway to the fairgrounds with the old railroad tracks.
   3) Towne Square yards are full of thistles that are now in his yard.

Ashley Warren, Assistant V.P. of Farmers and Merchants State Bank.
   She would like to invite the community to open house on July 27, 2016 at 2:00 p.m.

John Widmann, Huntertown Heritage Days
   He is still looking for volunteers.
