A meeting of the Huntertown Town Council was held on Monday, November 7, 2016 at 6:00 p.m. Attendees: Pat Freck, Gary Grant, Mike Stamets, Brandon Seifert , and Clerk Treasurer Cathy Mittendorf. Also present: Attorney David Hawk, Superintendent Don Papai, and Engineering Resources Derek Frederickson. There were 12 guests and 1 reporter.

Pat Freck called the meeting to order with the Pledge of Allegiance.


Gary Grant made a motion to accept meeting minutes, Mike Stamets seconded. All in favor.

Brandon Seifert made a motion to accept November 7, 2016 general claims, Mike Stamets seconded. All in favor.

Brandon Seifert made a motion to introduce Ordinance No. 16-013, Gary Grant seconded. All in favor. New Venture Development filed petition REZ 2016-0030 with the Allen County Department of Planning.

Mike Stamets made a motion to consider Ordinance No.16-013 Gary Grant seconded. All in favor.

Gary Grant made a motion to adopt Ordinance No. 16-013, Mike Stamets seconded. All in favor.

COUNCIL ACTION: Councilor Gary Grant moves to adopt Ordinance No. 16-014 on First Reading and Councilor Mike Stamets seconds the motion. The motion passes with a vote of 4.
An Ordinance amending and restating Ordinance No. 16-001 of the Town of a Huntertown authorizing the acquisition, construction and installation of certain improvements for the sewage works system of the Town of Huntertown, Indiana, the issuance of revenue bonds to provide the cost thereof, the collection, segregation and distribution of the revenues of such system, the safeguarding of the interests of the owners of such revenue bonds and other matters connected therewith, including the refunding of bond anticipation notes, the issuance of notes in anticipation of such bonds, and repealing ordinances inconsistent herewith.

COUNCIL ACTION: Councilor Mike Stamets moves to suspend the rules and consider Ordinance No. 16-014 for adoption and Councilor Gary Grant seconded the motion. The motion must pass with unanimous vote.

COUNCIL ACTION: Councilor Gary Grant moves to adopt Ordinance No. 16-014 on final reading and Councilor Brandon Seifert seconded the motion. The motion passes with a vote of 4. The Ordinance is adopted.

Paul Blisk, Allen County Planning Service
   16-013, was presented from petitioner, New Venture Development, for rezoning 14 acres from A1/agriculture to RSP-1 planned single family residential on Gump Road.


Pat Freck reported that one USB member term is up at the end of the year. The Town is seeking resumes. A democrat or republican can apply.

Mike Stamets presented Stacy Gorsuch, NIRCC
   The ADA needs to be updated, which is an inventory update. A title 6 coordinator needs to be appointed. This should be a full time employee of the Town. Stacy Gorsuch also suggested there should be an additional trained ERC. Currently, Don Papai is the only person.

Don Papai
   Don reported he is working on a salary benefit package.

Derek Frederickson
   Derek gave an update on the WWTP. The project is going well. Contractors have done a good job controlling the work site.
Brandon Seifert questioned Derek on a town resident requesting to add additional chickens on their property. The Town currently does not have an ordinance on this. Derek suggested contacting Paul Blisk.

David Hawk
   1. David presented the adoption draft of the Land Use Ordinance. It consists of 361 pages. David suggested council review and discuss adoption at next council meeting.
   2. Ordinance No. 16-014 was presented to Council. It was introduced, considered, and adopted.

Gary Grant made a motion to adjourn, Brandon Seifert seconded. All in favor.
