A meeting of the Huntertown Town Council was held on Monday, February 6, 2017 at 6:00 p.m. In attendance were: Council members Patricia Freck, Gary Grant, Brandon Seifert and Mike Stamets. Also present were: Clerk-Treasurer Ryan Schwab, Superintendent of Utilities Don Papai, Huntertown Resource Officer Brandon Reichert, Derek Frederickson of Engineering Resources and Mike Hawk of Hawk Haynie Kammeyer & Smith. Also in attendance were ten (10) guests and one (1) reporter. Absent: Council President Mike Aker.

Mike Staments called the meeting to order with the Pledge of Allegiance.

COUNCIL ACTIONS

Patricia Freck made a motion to accept council minutes from the January 16, 2017 meeting. Brandon Seifert seconded. There was no discussion. Motion passed 3-0-1 (Freck-yes; Grant-abstain, Seifert-yes, Stamets-yes).

Gary Grant made a motion to accept the general claims dated Febraury 6, 2017. Patricia Freck seconded. Clerk Treasurer Ryan Schwab noted that the claims included the towns payment for the Carroll Road Reconstruction project. After no further discussion, the motion passed, 4-0.

Gary Grant made a motion to approve Huntertown Town Council Resolution 17-003, a resolution approving contract for consulting services (clerk-treasurer). Patricia Freck seconded. The motion passed, 4-0.

Patricia Freck made a motion to approve Huntertown Town Council Resolution 17-004, a resolution approving Huntertown Public Record Policy. Gary Grant seconded. The motion passed, 4-0.

Patricia Freck made a motion to approve Huntertown Town Council Resolution 17-005, a resolution to transfer appropriations. Gary Grant seconded. The motion passed, 4-0.

NEW BUSINESS

Jim Smith, Republic Services, reported that trash and recycling volumes for the town of Huntertown for 2016 were up, compared to the the previous four (4) years. Smith provided the council with a power point presentation highlighting the importance of public education. Smith then told the council that the town had earned $145.60 for the fourth quarter of 2016 as part of the revenue sharing agreement.

Gary Grant made a motion to approve Huntertown Town Council Resolution 17-003, a resolution approving contract for consulting services (clerk-treasurer). Patricia Freck seconded. Clerk-treasurer Ryan Schwab said that agreement was similar to past agreements and that the consultant, Retha Hicks, had already provided two training sessions with a third scheduled for February 8, 2017. After no further discussion, the motion passed, 4-0.

Patricia Freck made a motion to approve Huntertown Town Council Resolution 17-004, a resolution approving Huntertown Public Record Policy. Gary Grant seconded. After no discussion, the motion passed, 4-0.

COUNCIL REPORTS

Brandon Seifert said he had a conversation with local business owner Joe DePrisco about ways to improve the look of downtown Huntertown. Patricia Freck said she would like to get together with business owners on both the north and south end of town to come up with new ideas to beautify the town.

REPORTS

Huntertown Resource Officer Brandon Reichert reminded residents to move their cars off the streets in the event of heavy snowfall to help make plowing roads safer and easier.

Clerk-treasurer Ryan Schwab presented Huntertown Town Council Resolution 17-005, a resolution to transfer appropriations. Schwab said that with approval, the clerk-treasurers office would be able to close out the 2016 budget and he would begin paying claims with the 2017 budget. Schwab also said that the claims being approved were only those listed with a date of 12/31/2016 on the year-end transfer list. Patricia Freck made the motion and Gary Grant seconded. After no further discussion, the motion passed, 4-0.

Schwab reported that he was going to sign himself and town Utility Office Manager Rosemary Scheele up for the Indiana League of Municipal Clerks and Treasurers at a cost of $185.00.

Schwab reported that an Effective Utility Management seminar is being held on Wednesday, March 8, 2017 in LaGrange, IN. The seminar is free and he asked if any council members were interested in attending to let him know so he can return the registration form.

Superintendent of Utilities Don Papai reported that utility flags are being placed along Carroll Road in anticipation of work on the Carroll Road Reconstruction Project. Papai also noted that a pre-construction meeting with the contractor, EB Paving, has yet to be scheduled.

Derek Frederickson of Engineering Resources provided an update on the wastewater treatment plant project, noting that the project is 45 percent complete and that $6.3 million of the $14.2 million project total has already been paid.

Mike Hawk of Hawk Haynie Kammeyer & Smith had no report.
