A meeting of the Huntertown Town Council was held on Monday, June 19, 2017 at 6:00 p.m. In attendance were: Council President Mike Aker and council members Gary Grant and Mike Stamets. Also present were: Clerk-Treasurer Ryan Schwab; Superintendent of Utilities Don Papai; Huntertown Resource Officer Brandon Reichert; Derek Frederickson of Engineering Resources Inc.; and Dave Hawk of Hawk Haynie Kammeyer & Smith. Also in attendance were six (6) guests and one (1) reporter. Council member Brandon Seifert was not present when the meeting was called to order, but arrived at 6:02 p.m. and missed out on two votes. Absent was council member Patricia Freck.

Mike Aker called the meeting to order with the Pledge of Allegiance.

COUNCIL ACTIONS

Gary Grant made a motion to approve the minutes from the June 5, 2017 meeting. Mike Stamets seconded. Motion passed, 3-0.

Gary Grant made a motion to donate $500 to the Huntertown Heritage Days Festival committee. Mike Stamets seconded. Motion passed, 4-0.

Brandon Seifert made a motion to introduce Huntertown Ordinance 17-002, an ordinance prohibiting parking on Park Street in the Town of Huntertown, Indiana. Gary Grant seconded. Motion passed, 4-0.

Gary Grant made a motion to approve the Notice of Bid Award for the Lima Road construction project to E&B Paving for the base bid of $183,692.04 and the alternate bid of $23,931.66 to be paid by Allen County per an interlocal agreement approved on May 15, 2017. Brandon Seifert seconded. Motion passed, 4-0.

Gary Grant made a motion to approve a services contract with HR Unlimited Resources to assist the Clerk-Treasurer. Mike Stamets seconded. Motion passed, 4-0.

NEW BUSINESS

Bill Hartman, Director of the Allen County Highway Department, and James Morlan, President of New Venture Development Group, addressed the council about water and sewer utility connections for the proposed Cottages at Verano Development and the potential impact on the Gump Road widening and utility relocation project currently in progress in the area. Don Papai, Derek Frederickson, Dave Hawk, Derek Frederickson, Mike Aker and Gary Grant all took part in the discussion. No action was taken.

OLD BUSINESS

COUNCIL REPORTS

Brandon Seifert addressed the possibility of the town communicating with the Northeast Indiana Regional Partnership to fund future projects. No action was taken.

Brandon Seifert an area of farm land on the northeast corner of the State Road 3 and Gump Road intersection that is for sale. Seifert was interested in learning about different thoughts and ideas from the community about what types of businesses they would like to see in that area. No action was taken.

REPORTS

Huntertown Resource Officer Brandon Reichert reminded residents of the town’s curfew now that school is out.

Clerk-treasurer Ryan Schwab had no further report.

Superintendent of Utilities Don Papai reported:
   * Papai asked about the possibility of direct deposit for employee paychecks. No action was taken.
   * Papai shared concerns over some recent issues with the town’s e-mail system. No action was taken.

Dave Hawk of Hawk Haynie Kammeyer & Smith reported:
   * The town cannot change to staggered election terms unless area legislators make a change in current statute. Hawk will continue to research the issue. No Action was taken.
   * The town paid $200 to the U.S. Census Bureau to get a quote for a partial special census. After learning the total cost would be $95,278, Hawk said he will meet with Allen County Auditor Nick Jordan to determine the projected benefit to the town to pay for this service. No action was taken.

PUBLIC COMMENTS

None were brought forth.

Gary Grant made a motion to adjourn. Mike Stamets seconded. Motion passed with a voice vote.

The next meeting of the Huntertown Town Council is Wednesday, July 5, 2017 at 6 p.m.
