A meeting of the Huntertown Town Council was held on Monday, December 5, 2017 at 6:00 p.m. In attendance were Council President Mike Aker and council members Patricia Freck, Gary Grant, Brandon Seifert and Mike Stamets. Also present were: Clerk-Treasurer Ryan Schwab; Interim Superintendent of Utilities Gabe Brindle; Huntertown Resource Officer Brandon Reichert; Derek Frederickson of Engineering Resources Inc.; and Dave Hawk of Hawk Haynie Kammeyer & Smith. Also in attendance were eight (8) guests and one (1) reporter.

Mike Aker called the meeting to order at 6:06 p.m. with the Pledge of Allegiance.

COUNCIL ACTIONS

Patricia Freck made a motion to approve the minutes from the November 20, 2017 meeting. Gary Grant seconded. Motion passed, 5-0.

Gary Grant made a motion to approve the general claims. Patricia Freck seconded. Mike Aker noted the claims were in the amount of $97,140.15. Motion passed, 5-0.

Patricia Freck made a motion to introduce Huntertown Ordinance 17-007, an Ordinance to amend Chapter 154 of the Town of Huntertown, State of Indiana, Ordinance. Gary Grant seconded. Motion passed, 5-0.

Brandon Seifert made a motion to consider Huntertown Ordinance 17-007, an Ordinance to amend Chapter 154 of the Town of Huntertown, State of Indiana, Ordinance. Patricia Freck seconded. Motion passed, 5-0.

Mike Stamets made a motion to adopt Huntertown Ordinance 17-007, an Ordinance to amend Chapter 154 of the Town of Huntertown, State of Indiana, Ordinance. Patricia Freck seconded. Gary Grant asked town Attorney Dave Hawk if he had reviewed the ordinance and everything was fine to approve. Hawk approved. After no further discussion, the motion passed, 5-0.

Gary Grant made a motion to approve Huntertown Town Council Resolution 17-017, a Resolution approving a contract for the services of a Town Attorney. Patricia Freck seconded. Motion passed, 5-0.

Gary Grant made a motion to approve the 2018 Huntertown Town Council meeting schedule as presented. Mike Stamets seconded. Motion passed, 5-0.

NEW BUSINESS

Mike Aker introduced the 2018 Salary Ordinance for discussion. Clerk-Treasurer Ryan Schwab informed the council of the amount that was budgeted for a potential raise for employees. He also noted that the budget includes salaries for both a Town Manager position and a Superintendent of Utilities position, neither of which is filled at the present time. Patricia Freck said the town should follow the county's lead and give employees a 2.5 percent increase. Mike Aker asked Interim Superintendent of Utilities Gabe Brindle to speak on the topic and Brindle suggested a 3.0 percent raise. Brindle also asked about a change in the number of carry-over days for paid time off (PTO) for employees. Freck said that to change PTO days, the employee handbook would need modified and the current discussion related to the 2018 Salary Ordinance. After no further discussion, no action was taken.

OLD BUSINESS

Mike Aker reintroduced the Town Manager job description for discussion. Patricia Freck said she would like to have another meeting with the committee members that put the job description together. She would also like council members to send her or Mike Stamets any suggestions on what needs added/subtracted from the job description. At the November 20, 2017 meeting, Brandon Seifert suggested having an HR firm look at the description once it's complete and add any input. Freck said she didn't think that was necessary. Mike Aker said it wouldn't hurt to have another set of eyes review it. Once reviewed, Aker said the town would post the job and begin interviews, although he was unsure of the timetable to get all of this accomplished. After no further discussion, no action was taken.

COUNCIL REPORTS

Gary Grant reported that the manhole covers on the recently completed Gump Road project are too low and act as potholes in the driving lane. Brindle noted that the contractor has a punch list of items to finish in the spring and could add that issue to the list. Town Engineer Derek Frederickson said he would also address the issue with the contractor.

REPORTS

Huntertown Resource Officer Brandon Reichert reported that an automated double-arrow sign is creating traffic confusion along Hathaway Road as Geiger Excavating continues work on Phase 2B of the wastewater treatment plant project. He asked Frederickson to address this issue with the contractor and get the sign changed to a solid line with no arrows.

In addition to items approved under Council Actions, Clerk-Treasurer Ryan Schwab had the following report:
* The Utility Service Board has finalized its budget for 2018 and he will forward them a copy on Tuesday, December 5.

Interim Superintendent of Utilities Gabe Brindle had the following report:
* He presented the council with five (5) quotes for a new vehicle. Board members asked for details on the type of truck, the difference in the dollar amounts quoted, how long the town has operated without a backup vehicle, whether to trade in another vehicle or save it for the Town Manager/Superintendent of Utilities to use, and that type of deals the town could get through a dealership. No action was taken.

Derek Frederickson of Engineering Resources Inc. had no report:
Mike Aker asked Frederickson if he would be presenting the council with a contract at the December 18, 2017 meeting or at the first meeting in January. Frederickson said he would have that ready for the next meeting.

In addition to items approved under Council Actions, Dave Hawk of Hawk Haynie Kammeyer & Smith reported the U.S. Census Bureau has provided the town with an updated population count through the Geographically Updated Population Certification Program (GUPCP). Schwab said he would forward the council those numbers on Tuesday, December 5, 2017.

PUBLIC COMMENTS

None were brought forth.

Gary Grant made a motion to adjourn. Brandon Seifert seconded. Motion passed with a voice vote and the meeting adjourned at 6:59 p.m.

The next meeting of the Huntertown Town Council is Monday, December 18, 2017 at 6 p.m.
