January 2, 2018 6:00 p.m.

A meeting of the Huntertown Town Council was held on Tuesday, January 2, 2018 at 6:00 p.m. In attendance were council members Mike Aker, Brandon Seifert and Mike Stamets. Also present were: Clerk-Treasurer Ryan Schwab; Interim Superintendent of Utilities Gabe Brindle; Huntertown Resource Officer Brandon Reichert; Derek Frederickson of Engineering Resources Inc.; and Dave Hawk of Hawk Haynie Kammeyer & Smith. Also in attendance were zero (0) guests and one (1) reporter. Absent were council members Patricia Freck and Gary Grant.

Mike Aker called the meeting to order at 6:14 p.m. with the Pledge of Allegiance.

Election of President - Brandon Seifert nominated Mike Stamets to serve as Town Council President for 2018. Mike Stamets accepted the nomination and Mike Aker seconded the nomination. Motion passed, 3-0.

COUNCIL ACTIONS

Mike Aker made a motion to approve the meeting minutes from the December 18, 2017 meeting. Brandon Seifert second. Motion passed, 3-0.

Mike Aker made a motion to approve the meeting minutes from the December 28, 2017 special meeting. Brandon Seifert seconded. Motion passed, 3-0.

Mike Aker made a motion to approve the general claims in the amount of $172,134.76. Brandon Seifert seconded. Motion passed, 3-0.

Brandon Seifert made a motion to approve the job description for the position of Town Manager. Mike Aker seconded. Discussion topics included who would do the interviews; whether the Utility Service Board needed to approve the hire; how long to post the position, both internally and externally; and what places to post the position externally. After no further discussion, the motion passed, 3-0.

Mike Aker made a motion to approve the purchase of a new pressure washer from Craft Laboratories Inc. in the amount of $5,808, to be split among the general fund, water operating fund and sewer operating fund. Brandon Seifert seconded. Motion passed, 3-0.

NEW BUSINESS

In addition to items listed under Council Actions, no other new business was brought forth.

OLD BUSINESS

Mike Stamets asked for an update on an issue with manholes on the newly constructed Gump Road being too low. Frederickson said that he has received notice from Allen County that they plan to correct the issue in the spring; however, he did not know what type of work would be done to correct the issue.

REPORTS

Huntertown Resource Officer Brandon Reichert reported that he will be taking inventory of streets that need to be addressed in the town's parking ordinance. He also said that he has received a variety of complaints in regards to vehicles being parked on the roads while crews are out plowing snow off the streets, an issue he would also like the ordinance to address clearer.

Clerk Treasurer Ryan Schwab reported that the incorrect date for January, 2018 meetings of the Utility Board and Town Council were incorrectly printed on the January 1 utility bills. The bills reported meeting dates of January 8 and January 22, 2018. Meeting times of January 2 and January 15, 2018 were approved by both the Utility Board and Town Council at the December 4, 2017 meeting.

In addition to items listed under Council Action, Interim Superintendent of Utilities Gabe Brindle asked the public to take preventative measures in times of extreme cold to protect their pipes and water meter at their homes.

Mike Aker asked Frederickson if he would be presenting the council with a contract at the December 18, 2017 meeting or at the first meeting in January. Frederickson said he would have that ready for the next meeting.

Mike Stamets asked Brindle about trade-in values for the town's 2015 Chevrolet Equinox. Brindle provided Stamets with the documentation and Stamets said he would make copies and disperse the information to council members.
Brindle also provided the council with a needs/wants list and an equipment list that was compiled in the fall of 2017.

Town Engineer Derek Frederickson had no report.

Town Attorney Dave Hawk had no report.

PUBLIC COMMENT

None were brought forth.

Mike Aker made a motion to adjourn. Brandon Seifert seconded. Motion passed with a voice vote and the meeting adjourned at 6:41 p.m.

The next meeting of the Huntertown Town Council is Monday, January 15, 2018 at 6:00 p.m.
