Meeting of the Huntertown Utility Service Board
of Huntertown, Indiana
November 2, 2015 – 5:00 pm

John Widmann made a motion to approve October 5, 2015 minutes, Andrew
Conner seconded. Andrew Conner yes, Louis Zimmer abstain, and John Widmann
Andrew Conner made a motion to approve October 19, and November
2, 2015 water and sewer claims, Louis Zimmer seconded. Motion carried.
Andrew Conner made a motion to release all WWTP bidders except for 2
lowest bidders on both contacts. Louis Zimmer seconded. Motion carried.
Louie Zimmer made a motion to approve allocation letter for Preserve of
Carroll Creek, John Widmann seconded. Motion carried.
made a motion to provide a condition approval of secondary plat for Todd
Ramsey. Louie Zimmer seconded. Motion carried.
Andrew Conner made a
conditional approval that we move forward on the landowners request for
acceptance of Plank Street, Louie Zimmer seconded. Motion carried.
Louie Zimmer made a motion to approve M.C. Wheeler invoice in the amount of
$5000, John Widmann seconded. Motion carried.
Andrew Conner made a
motion to pay Precision Systems in the amount of $3,539.13, Louie Zimmer
seconded. Motion carried.
Steve Harris, Shearwater Association
Mr. Harris is
waiting on final fencing quotes. He should have them soon. Steve spoke with
Lisa Downey from Northeastern Group asking for a letter of accountability
for repairs, after Huntertown commits to the initial install.
1) The dump truck will be available soon, possibly by next meeting.
2) Don is hoping the part time employee will be hired in as a full time
employee at the entry level position.
3) Don would like to
see Huntertown employees take a pay freeze. Instead of a raise, he would
like to incorporate adding one personal day.
1) A settlement agreement was signed by the Town Council on October 8, 2015
which has now made available 1,150 ERU connections for new customers. Also
available is 240 available connections that can be given at our discretion.
2) There was an excellent turnout for opening bids for the WWTP. There were
2 contracts with lowest bids of $14,175,799. Derek would like to request to
keep thr 2 lowest bids and release the rest of the bidders. They will need
to follow up on references.
3) Steve Carter, Huntertown's
accountant, is doing a rate study to see what impact it will have on rates.
4) Now that we have a clear path for capacity with the sewer utility, Derek
received a request to approve plat for Preserves of Carroll Creek, section
2, phase 2.
Derek would like the USB to sign a capacity allocation
letter for this development. The reason for this request is that the
developer can send the application to the state.
5) There is
a loop of 400 feet of water utility that has not been dedicated to Town.
Owner of the land would like to donate easements to Town with 2 requests: he
would like Huntertown to accept Plank Street and also be offered sanitation
service at no cost.

presented invoice from M.C. Wheeler for $5000.
2) Bill also
presented an invoice from Precision Systems in the amount of $3539.13.

She had questions on the bids and how this progresses.
Steve has received word from Lisa, at
Northeastern, saying she will commit to signing the letter for
accountability for fencing repairs.
