Meeting of the Huntertown Utility Service Board
of Huntertown, Indiana
February 1, 2016 – 5:00 pm

A Utility Service Board meeting was held at the Town Hall on Monday,
February 1, 2016 at 5:00 p.m. Attendees: Andrew Conner, Louis Zimmer, John
Widmann, and Clerk Treasurer Cathy Mittendorf. Also present: Attorney Carrie
Hawk Gutman, Derek Frederickson, Engineering Resources, Bill Boyle and Casey
Irwin from DLZ, and Resource Officer Brandon Reichert. There were 13 guests
and 1 reporter.
There were no
January 2016 minutes to approve, as meeting was cancelled.
Conner made a motion to approve January 18, and February 1, 2016 water and
sewer claims, Louis Zimmer seconded. Motion carried.
made a motion to adopt Resolution No. 16-006, Louis Zimmer seconded. Motion
carried. This resolution approves amended preliminary Engineering Report.
Andrew Conner made a motion to accept the 8 bids that submitted, John
Widmann seconded. Motion carried.
Andrew Conner made a motion to
award bid to Beer and Slabaugh, Inc., for the Plank Street Water Main Loop,
Louis Zimmer seconded. Motion carried.
Louis Zimmer made a motion to
execute contract, John Widmann seconded. Motion carried.
Andrew Conner asked Derek Frederickson what his
thoughts were on fair pricing for the Sewer connection fees. There is around
$95,000 in structure costs, with 12 lots, 8 left for connection fees.
Andrew has requested that Louie look at rates over the last 10 years to
figure out, with inflation, what would be a fair amount to charge new

pumps discharging into the street causing dangerous conditions.
A preliminary engineering report shows the SRF
is willing to roll qualifying portions of the Bonds anticipation notes for
phase 1 with the EQ basin. Stipulations for such loan require an amendment
to the existing preliminary engineering report. Carrie Hawk Gutman presented
USB with Resolution No. 16-006. This resolution approves amending
preliminary engineering report. This could possibly save the town around
At a Special USB meeting on January 8, 2016,
the professional services for Northeast Indiana Regional Coordination
council was approved to audit general contractor payrolls to make sure they
are paying Davis-Bacon wages.
Slabaugh, Inc. has been awarded contract for the Plank Street Water Main
Loop in the amount of $153,419. Completion is expected mid May 2016.
Well meter # 4 is incorrectly or not reading flow data. DLZ is requesting
contractor and equipment suppliers to access well meter pits to test meter
and address excess water in pits.
There is a change
order for water main, contract B, Ironclad Excavating. These costs are to
install 1” sampling lines to wells #6 and #7, and existing wells # 4 with a
total of $13,024.64. John Widmann asked why we are paying to have a trench
dug again. This is being tabled to the next USB meeting allowing Mr. Papai
to do some investigating.
