A meeting of the Utility Service Board was held on Tuesday, July 5, 2016 at 5:00 p.m. Attendees: Andrew Conner, Louis Zimmer, John Widmann, and Clerk Treasurer Cathy Mittendorf. Also present: Attorney David Hawk, Superintendent Don Papai, and Engineering Resources Derek Frederickson. There were 6 guests and 1 reporter.

BOARD ACTIONS

Louie Zimmer made a motion to accept June 13, 2016 Meeting Minutes, Andrew Conner seconded. All in favor.

Andrew Conner made a motion to accept June 20 & July 5, 2016 water and sewer claims, John Widmann seconded. All in favor.

Andrew Conner made a motion to accept Fetters Construction, Inc. pay application # 2, in the amount of $363,254.67, Louie Zimmer seconded. All in favor.

Andrew Conner made a motion to accept Geiger Excavating, Inc., pay application # 2, in the amount of $95,760.00, Louie Zimmer seconded. All in favor.

Louie Zimmer made a motion to accept allowance authorization No. 2, Andrew Conner seconded. All in favor.

Andrew Conner made a motion to accept allowance authorization No. 1, Louie Zimmer seconded. All in favor.

REPORTS

John Widmann has been doing a study on employees. We currently have around 3,000,000.00 valves and hydrants in ground. We have a problem because we have a valve exercising machine that is not being used. AWWA says you have to exercise these valves. This is a hydraulic machine which will need 2 people to run it around the clock.

Don Papai and Darrin Dafforn are taking a seven week, class 3, wastewater exam.

Derek Frederickdson
   1) 1 1/2 employees are budgeted for the new WWTP. A new hire of an outside employee should be hired a few months in advance before the plant comes on line.
   2) A summary update on the WWTP are as follows. Combined projects at bid day were around $14,300,000.00. With approved change orders, it is now reduced to $14,200,000.00.
   3) Derek presented board with pay application No. 2 from Fetters Construction, Inc. in the amount of $363,254.67 for the WWTP phase 2A.
   4) Derek presented board with pay application No. 2 to Geiger Excavating, Inc. in the amount $95,760.00 for phase 2 effluent force main (contract B).
   5) Allowance authorization No. 2 from Fetters Construction, Inc. was presented in the amount of $16,130.95 for Davis Bacon wage adjustment.
   6). Allowance authorization No. 1 from Geiger Excavating, Inc. was presented in the amount of $25,263.81. This is work allowance adjustment due to Davis Bacon wage rate change.
