Meeting of the Huntertown Utility Service Board
of Huntertown, Indiana

A meeting of the Utility Service Board was held on Monday, October 3, 2016 at 5:00 p.m. Attendees: John Widmann, Chris Miller, and Clerk Treasurer Cathy Mittendorf.
Also present: Attorney David Hawk, Superintendent Don Papai, Derek Frederickson from Engineering Resource, and Bill Boyle from DLZ. There were 8 guests and 1 reporter.

John Widmann called the meeting to order with the Pledge of Allegiance.

USB ACTIONS

Chris Miller made a motion to approve September 6, 2016 meeting minutes, John Widmann seconded. All in favor.

Chris Miller made a motion to accept September 19, 2016 water and sewer claims, John Widmann seconded. All in favor

Chris Miller made a motion to accept October 3, 2016 water and sewer claims, John Widmann seconded. All in favor.

John Widmann made a motion to accept bid for a Gorman Rupp Infinity Pump in the amount of $6,070, Chris Miller seconded. All in favor.

Chris Miller made a motion to accept pay application # 4 to Geiger Excavating, Inc. for the amount of $41,040.00, John Widmann seconded. All in favor.

Chris Miller made a motion to accept pay application # 5 to Fetters Construction, Inc. for the amount of $179,981.73, John Widmann seconded. All in favor.

Chris Miller made a motion to accept pay application # 2 to Geiger Excavating , Inc. for the amount of $1800.00, John Widmann seconded. All in favor.

Chris Miller made a motion for allowance authorization # 5 from Fetters Construction to increase the work allowance for the amount to $586.00, John Widmann seconded. This allows for a larger door at the WWTP.

COMMENTS/REPORTS

Don Papai
   1. The lift station at Lakes of Carroll Creek is installed and running great.
   2. Hydrant flushing will continue through the month of October.
   3. Don is asking for permission to purchase a new Gorman Rupp Infinity pump for the Towne Square Lift station at a cost of $6070.00.


Derek Frederickson
   1. WWTP is on time and on budget. Project is around 21% completed.
   2. Pay application # 4 from Geiger Excavating, Inc. was presented. This is for work completed, minus retainage. Three bores are complete and almost finished with the force main construction up to Hathaway Road.
   3. Pay application # 5 from Fetters Construction was presented. This covers work completed, minus retainage. There is a full time person overseeing the project at all times.
   4. Pay application # 2 to Geiger Excavating was submitted. This is phase 2B, effluent force main. There are 2 contracts for this project as some work needed to be completed prior to a certain date in accordance with the DNR permit.
   5. Derek submitted a request for an allowance authorization. This is to increase the door in the blower room at the WWTP.
   6. Derek gave an update on the Land Use Ordinance. There will be a public hearing soon. This new ordinance will replace certain sections that are in the ordinance today. Certain contents that are in the existing will not be removed into the new replacement. The reason is they are related to standards. When they were first adopted, they were appropriate at that time. First meeting in November will take the language that is in current ordinance and simple do a cut and paste job. Hopes are for November to evaluate and December make it official.
   7. Engineering Resources on-call agreement has a contract not to exceed $25,000 for 2016. That amount was met at the end of August. Derek would like USB to consider adding an additional $15,000 which would carry them through the end of the year.

Bill Boyle
   Bill presented USB with the final pay request from Ironclad. They would like their $11,550.30 retainage released. But, there are a lot of bare spots. First thought, was to hold back half of retainage until grass is fixed. The decision was tabled at this time.

PUBLIC COMMENTS

Brandon Seifert, Towne Square
   He is hoping to work with the USB to come up with a budget for next year.

Ted Nitza, V.P. Allen County Water and Sewer District
   Mr. & Mrs. Yates are asking if the town will serve them. They have not gotten a response or follow up from the USB?

Chris Miller made a motion to adjourn, John Widmann seconded. All in favor.
