A meeting of the Huntertown Utility Service Board was held on a Monday, December 5, 2016 at 5:00p.m. Attendees: Louie Zimmer, John Widmann, and Chris Miller. Also present: Attorney Michael Hawk, Superintendent Don Papai, Engineering Resources Derek Frederickson, and Bill Boyle from DLZ. There were 14 guests and 1 reporter.

Louis Zimmer called the meeting to order with the Pledge of Allegiance.

COUNCIL ACTIONS

Louie Zimmer made a motion to accept Minutes, Chris Miller seconded. Minutes will be changed regarding Engineering Resources. The $15,000 is being approved for retainage. All in favor.

John Widmann made a motion to accept November 21 and December 5, 2016 water and sewer claims, Chris Miller seconded. All in favor.

Louie Zimmer made a motion to accept contingent approval of water and sewer services for Cottages of Verano, Chris Miller seconded. All in favor.

Louie Zimmer made a motion to approve water and sewer utility for 6720 Lima Road, John Widmann seconded. All in favor

Louie Zimmer made a motion to accept pay application # 6 to Geiger Excavating, Inc. in the amount of $39,155.40, Chris Miller seconded. All in favor.

John Widmann made a motion to accept pay application # 7 to Fetters Construction, Inc., in the amount of $259,390.80, Louis Zimmer seconded. All in favor.

Louie Zimmer made a motion to release Ironclad's retainage of $11,550.30, Chris Miller seconded. All in favor.

Louie Zimmer made a motion to accept Ordinance No. 16-016, Chris Miller seconded. All in favor.

NEW BUSINESS

Louie reported they are working on a utility budget and making adjustments to the appropriation reports to match SRF funding report. They will have something for the Council to review in the next few weeks.

REPORTS

Don Papai
   1. Thanks for a great year!
   2. The Town employees would like to say thanks for the 4% pay increase.

Derek Frederickson
   1. Derek is asking for an conditional approval for Cottages of Verano, a new development having 23 new units. The reason for the conditional approval is there are still some things to be satisfied. They would also like to receive 23 sewer waivers from the City of Fort Wayne area connection fees. Out of 240 ACF, there are 204 remaining. Suggestions for additional approval to be met are:
      A. receive technical approval from Town Engineer and Superintendent.
      B. plans must comply with Town of Huntertown standards of construction and IDEM.
      C. applicant must provide all necessary easements
      D. approval will expire in 6 months (including waivers) if conditions are not satisfied. Louie would like to check into the possibility of voluntary annexation.
   2. Derek reported on a property owner at 16710 Lima Road that is connected to water and sewer utility. This was approved earlier, but not put in the minutes. This action is taken just for record.
   3. Derek gave a draft update on the Town Standards which includes streets, storm sewer, water, and sanitary sewer. This will ultimately need approved from the Town Council and the USB. A draft resolution will be prepared for the first meeting in January.
   4. Pay application # 6 to Geiger Excavating, Inc. in the amount of 39,155.40 for phase 2 Effluent Force Main was presented. This represents work completed minus retainage.
   5. Pay application # 7 to Fetters Construction, Inc. in the amount of $259,390.80 for Phase 2 WWTP was presented. This represents work completed, less retainage.
   6. Allowance authorization from Fetters Construction, Inc. for $7044.20. Storage units need to be moved
and then returned for the continued reconstruction of the Rodenbeck tile. Built into the project is a $250,000 work allowance with $240,000 remaining. This allowance was tabled for further discussion.

Bill Boyle
   Bill is asking for the release of Ironclad's pay estimate # 6 retainage of $11,550.30. Pictures were presented showing restoration efforts had been rectified.

Michael Hawk
   Attorney Michael Hawk presented 2017 Salary Ordinance No. 16-016 for approval.
