A meeting of the Huntertown Utility Service Board was held on Monday, May 1, 2017 at approximately 5:00 pm. Attendees included board members Jim Fortman and Chris Miller; Clerk-treasurer Ryan Schwab; Superintendent of Utilities Don Papai; Derek Frederickson of Engineering Resources; and Dave Hawk of Hawk Haynie Kammeyer & Smith. Also present were nineteen (19) members of the public and one (1) reporter.

Chris Miller called the meeting to order with the Pledge of Allegiance.

Board Actions

Jim Fortman made a motion to nominate Chris Miller to serve as Utility Service Board President. Chris Miller seconded. Motion passed, 2-0.

Jim Fortman made a motion to approve the minutes from the April 3, 2017 meeting. Jim Fortman seconded. Motion passed, 2-0.

Chris Miller made a motion to approve the water and sewer claims dated April 17, 2017 and May 1, 2017. Jim Fortman seconded. Motion passed, 2-0.

Jim Fortman made a motion to approve Pay Application No. 12 to Fetters Construction in the amount of $911,497 for work in progress, minus retainage, on the wastewater treatment plant project. Chris Miller seconded. Motion passed, 2-0.

Chris Miller made a motion to approve Allowance Authorization No. 8 to Fetters Construction in the amount of $19,035.17. Jim Fortman seconded. Motion passed, 2-0.

Jim Fortman made a motion to approve Change Order No. 8 from R.E. Crosby crediting the town $32,135 for liquidated damages on the Flow Equalization Basin project. Chris Miller seconded. Motion passed, 2-0.

Chris Miller made a motion to approve Pay Application 14 to R.E. Crosby in the amount of $30,000 for the Flow Equalization Basin project. Jim Fortman seconded. Motion passed, 2-0.

Jim Fortman made a motion for conditional approval pending technical review and sign-off from the town engineer and approval of the town Superintendent of Utilities for O’neal Excavating, 14201 Plank St. Chris Miller seconded. Motion passed, 2-0.

Jim Fortman made a motion for conditional approval pending technical review and sign-off from the town engineer and approval of the town Superintendent of Utilities for Yellow Retirement. Chris Miller seconded. Motion passed, 2-0.

Jim Fortman made a motion for conditional approval pending technical review and sign-off from the town engineer, approval of the Huntertown Town Council and approval of the town Superintendent of Utilities for Preserves of Carroll Creek West and authorize Jim Fortman to sign the capacity allocation when approved by the town Superintendent of Utilities. Chris Miller seconded. Motion passed, 2-0.

Jim Fortman made a motion to increase the not-to-exceed amount by an additional $25,000 for on-call engineering services with Engineering Resources Inc. Chris Miller seconded. Motion passed, 2-0.

Reports

Clerk-Treasurer Ryan Schwab had no report.

Superintendent of Utilities Don Papai reported
  * That the town sought three (3) quotes for large water meter testing and only received one response. No action was taken.
  * The town is looking into replacing a 6-inch water meter at the Byron Health Center property that was installed in the 1970’s with a new Meter Octave Mag meter with radio read. No action was taken.
  * He is still gathering numbers to convert the old water treatment plant’s generator. He is working with MacAlister to supply the town with a generator in a time of need. No action was taken.
  * Another community has switched to stationary generators and the town investigated their old equipment to see if it was compatible with the town’s Hammock Drive Lift Station. It was not, so Papai said he will continue to price out new equipment.

Derek Fredrickson of Engineering Resources Inc. reported:
  * He has put together information about the wastewater treatment plant project to include on the town’s website. No action was taken.
  * A meeting was held with the Allen County Health Department to discuss septic relief along Halldale Drive. It was determined that the Health Department will work directly with the property owner at 535 Halldale Drive for a solution. Frederickson suggested that the board should consider following up with the remaining property owners to let them know that the Town will continue to work with the Health Department to evaluate alternatives if they have issues with their septic systems in the future. No action was taken.
  * Conditional approval was granted for the Brownstone Development at the April meeting of both the Huntertown Town Council and the Huntertown Utility Service Board and that the applicant is close to completed a few remaining items. No action was taken.
  * He asked the board to consider working with the Huntertown Town Council to adopt an ordinance that allows the Town to recover engineering review fees from the applicant/developer to help offset the cost of on-call engineering services. No action was taken.
* Provided the board with information on services for changing the method of disinfection at the Water Treatment Plant from chlorine to chloramines. No action was taken.

Dave Hawk, representing Hawk Haynie Kammeyer & Smith, had no report.

PUBLIC COMMENT

Jeff Thomas, 1020 E. Dupont Road, asked the board for details on the fees the town would charge developers/applicants to help offset the cost of engineering fees. Derek Frederickson said the town would involve the development community in the conversation and that a fee schedule would likely be installed.

Jim Fortman made a motion to adjourn. Chris Miller seconded. Motion passed, 2-0

The next meeting of the Huntertown Utility Service Board is Monday, June 5, 2017 at 5:00 p.m.
