A meeting of the Huntertown Utility Service Board was held on Wednesday, July 5, 2017 at approximately 5:00 pm. Attendees included board president Chris Miller and board members Jim Fortman and Brad Hite; Clerk-treasurer Ryan Schwab; Superintendent of Utilities Don Papai; Derek Frederickson of Engineering Resources; and Dave Hawk of Hawk Haynie Kammeyer & Smith. Also present were twelve (12) members of the public and one (1) reporter.

Chris Miller called the meeting to order with the Pledge of Allegiance.

Board Actions

Jim Fortman made a motion to approve the minutes from the June 5, 2017 meeting. Brad Hite seconded. Motion passed, 3-0.

Chris Miller made a motion to approve the water and sewer claims dated June 19, 2017 and July 5, 2017. Brad Hite seconded. Motion passed, 3-0.

Jim Fortman made a motion to install a new water meter at the Byron Health Center at a cost of $2,282.00. Chris Miller seconded. Motion passed, 3-0.

Jim Fortman made a motion to conditionally approve payment estimated at $12,000 for a new altitude valve at the water treatment plant. Conditions included getting a second quote and getting approval to proceed from town attorney Dave Hawk. Chris Miller seconded. Motion passed, 3-0.

Chris Miller made a motion to approve pay-application No. 11 to Geiger Excavating in the amount of $89,959.90 for work complete on the wastewater treatment plant project. Brad Hite seconded. Motion passed, 3-0.

Chris Miller made a motion to approve pay-application No. 14 to Fetters Construction in the amount of $533,482.00 for work complete on the wastewater treatment plant project. Brad Hite seconded. Motion passed, 3-0.

Jim Fortman made a motion to approve change order No. 2 to Fetters Construction in the amount of $0.00. The change order altered the substantial completion date for the project. Chris Miller seconded. Motion passed, 3-0.

Reports

Clerk-Treasurer Ryan Schwab had no report.

Superintendent of Utilities Don Papai had report outside of items listed under board actions.

In addition to items listed under board actions, Derek Fredrickson of Engineering Resources Inc. reported:

* The wastewater treatment plant project is at 75 percent complete. Frederickson provided board members with a summary sheet detailing the project's progress.
* Frederickson provided information on a new policy to have engineering review and inspection fees for new developments passed on to developers. In addition to Frederickson and all three board members, town attorney Dave Hawk and superintendent of Utilities Don Papai participated in the discussion. No action was taken.
* The town should begin discussion on adding a waste water treatment plant operator to its salary ordinance. No action was taken.
* Technical issues with the Cottages at Verano project have raised concerns about water and sewer connections and the potential impact of the neighboring Gump Road Construction project. Frederickson reported that alternate connection points would be difficult to implement and that the developer is working with the town on an agreement to allow the developer to connect under the current agreement. Jim Fortman and Town Attorney Dave Hawk also participated in the discussion. No action was taken.

Dave Hawk, representing Hawk Haynie Kammeyer & Smith, had no report.
Jim Fortman asked Hawk for an update on sending letters to residents who would subject to sump pump inspection. Hawk said he would have more information at the next meeting. No action was taken.

Public Comment

Chris Miller made a motion to adjourn. Jim Fortman seconded. Motion passed, 3-0.

The next meeting of the Huntertown Utility Service Board is Monday, August 7, 2017 at 5:00 p.m.
